Greetings from New Orleans, where I’m excited to bring you some great news about the recreational fishery! After years of careful analysis and deliberation, the Gulf of Mexico Fishery Management Council embraced change and voted unanimously to bring the charter for-hire fishery—which is made up of vessels operated by professional fishermen who take paying customers out fishing—into the Digital Age.
Yesterday’s decision directs the National Marine Fisheries Service to develop an electronic logbook reporting system for the charter boat fleet in the Gulf. Electronic logbooks are devices—some no bigger than a smartphone—that charter captains use to record their day’s catch and send it directly to managers.
As a result, accurate tracking and monitoring of fish caught by charter boats will be captured in a fast and reliable way—improving the management of our nation’s fisheries.

The show highlights how the Newport, Oregon Dungeness crab fleet and the local community handle the dangers, victories and worries of the fishing season.
It’s clear that Dungeness fishing isn’t for the weak. Not only are the crabs often hard to find, hiding cleverly from fishermen or avoiding cunningly placed traps, but the working conditions are also dangerous. Simply exiting the Newport harbor is difficult at times, when wind and sea state cause waves to pile up and challenge the best helmsmen. Family members on land worry about their seagoing loved ones every day. Layer physical danger on top of economic concerns—many Dungeness fishermen are owner-operators, or essentially small business owners—and you have one tough job.

How do you like to make big, complicated decisions? I like to write lists of pros and cons associated with the choice I’m leaning towards. That’s served me well for changing jobs, selling houses and more.
But for complex systems, like fisheries, simply comparing pros and cons of one choice isn’t enough. There are many moving parts in a fishery, and they are interconnected. For example, when fishermen harvest sea scallops, they reduce the overall number of scallops in an area, and change the age and size distribution of individual scallops. At the same time, factors like rising water temperature, availability of food, or quality of habitat can also affect scallop populations, and external factors like the price of scallops or gasoline can influence the intensity of fishing effort. So, changes in a fishery often lead to outcomes that don’t necessarily generate neat bullets you can compare on a balance sheet.
It’s especially challenging to plan for both short and long term changes in a fishery. Most fisheries are managed to accommodate short-term changes that last a few years, like natural fluctuations in population size. But fisheries management today generally doesn’t also consider long-term changes spanning many decades, like warming and ocean acidification, even though we know those changes are gradually tilting the playing field for many marine species.
