They have allowed special interest groups to dominate policy and allowed science based management to be replaced by "Market Based" schemes. The direction of that group, both NOAA and NMFS is infused with a top heavy core group that were effectively transferred directly from the same special interest groups to the role are "Leaders" so as to advance the cause of their masters. These same groups are currently opposing the chance to strengthen US fishery laws and the Science in the MSA preferring to keep it mostly guesswork as it is now.
